What's being ignored?

The BBC 'have your say' page asks which issues are being ignored in the current election campaign. This was my response, I've added links for the purposes of this post: I would like to hear whether the parties support the current electoral system, one which means that a labour vote in surrey and a conservative vote in scotland is a wasted vote.

I would like to hear why nothing came of Labour's 1997 pledge for electoral reform, and why Lord Jenkins' 1998 recommendation to move to AV+ has been quietly forgotten.

I would like to hear why three of the four nations in the United Kingdom have some form of national government, and yet England does not.
